Ruacana 8 MW Solar PV Plant

A utility-scale solar photovoltaic project in the Omusati Region, designed to generate clean, local power for the Ruacana area, support grid stability and help lower regional energy costs.

Where the project stands

Ruacana is in development. These are the workstreams on the road to commercial operation.

    Engagements with NORED on the 33 kV interconnection are under way.

    Licensing

    The generation licence application with the Electricity Control Board (ECB) is in progress.

    Environment

    The Environmental Impact Assessment (EIA) and Environmental Management Plan (EMP) have started, toward the Environmental Clearance Certificate.

    Commercial operation

    The plant is targeted to begin commercial operation in the first quarter of 2028.

Grid connection and offtake

Local generation

Power is designed to feed the local distribution network through a 33 kV connection at Ruacana Substation, in coordination with NORED.

Long-term offtake

The model is structured around long-term Power Purchase Agreements. Potential offtakers include NamPower/NORED, or commercial and industrial buyers under the Modified Single Buyer framework.

Where this stands

This is a proposed commercial structure. No Power Purchase Agreement has been executed yet.

Built for a country with abundant sun

Namibia is mostly arid or semi-arid, with high solar radiation and limited rainfall. A recent Ministry of Environment, Forestry and Tourism (MEFT) project assessment notes about 3,000 sunshine hours a year, and IRENA's resource profile shows strong solar PV potential across the country.

Namibia's power system has moved from hydropower and imports toward a more varied mix. Ruacana itself is home to the hydropower scheme energised in 1978, and Synthesis adds solar to the same community.
